Temporary Traffic Management
If you're wanting to undertake any work on or from any public space or Council-owned road reserve, you will need approval. Part of this approval process is submitting a Traffic Management Plan.
Traffic Management Plans must be prepared by a qualified Site Traffic Management Supervisor (STMS) holding a Planner Warrant and comply with all minimum Code Of Practice for Temporary Traffic Management (CoPTTM) requirements.
The plan will need to detail:
- the location of the planned work;
- what type of work is planned; and
- the start and finish dates.
The Plan must be submitted to Council for approval before any work starts. Please see our Corridor Access page for further information on how to submit this plan and costs.

If you work in the industry it is recommended you sign up for CoPTTM notify to receive all the latest changes to CoPTTM.
Notification of works
It is a requirement when using a TMP to notify the Road Controlling Authority (RCA) prior to works commencing. The information required to be included in this notification are as follows:
- CAR no.
- Diagram(s)/TMDs are being used
- The location
- Date and time of works
- STMS/TC in charge of the site and their STMS ID and contact no.
If works are not notified you are no longer working in accordance with your TMP or the code of practice and therefore no longer approved to be undertaking works.
In an attempt to make this as practicable as possible NCC wants this information at the latest 8am on the day the works are to take place for any works with a duration longer than 5mins. NCC are happy to work with contractors to come up with a way that works with your current process to achieve this. The preferred method is to fill in the applicable spreadsheet in the TTM Notification Link or email this information through to melissa.ramsay@ncc.govt.nz.
Delay Calculations
Nelson City Roads are getting busier all the time and we need to start considering the impact temporary traffic management is having on customers using the transport system (commuters, freight, trade, buses, cyclists, pedestrians, etc), and also businesses/residents in the local area and others relying on passing through the area as part of their daily activities.
As a general guide whenever undertaking alternating flow or detour setups in the Nelson City Council area the following roads will require delay calculations included in your TMP.
- Annesbrook Drive
- Collingwood Street
- Halifax Street
- Hardy Street
- Rutherford Street
- Vanguard Street
- Haven Road
- Main Road Stoke
- Nayland Road
- Quarantine Road
- Waimea Road
Anything works with predicted delays longer than 5 mins will require a Traffic Impact Assessment (TIA) to be undertaken before works will be considered. TIAs enable review of the balance between safety, project requirements, transport network performance, and commercial impacts.

Events at Trafalgar Park – Road Closure Guidance
When planning events at Trafalgar Park road closures need to be taken into consideration as a part of the risk assessment process
Factors that need to be considered include:
- Numbers attending event
- Times of entry/exit
- Type of event – i.e. is alcohol being sold
- What gate/gates are being used
- What is the gate setup/process of entry
- Will entry and exit be all at one time or staggered
- Where will people be parking
When there are large numbers of attendees entering/exiting the event the footpaths (particularly on Trafalgar Bridge) can become overwhelmed and people spill out onto the road creating safety issues.
Hathaway Carpark and Trafalgar Park lane are not road reserve so a road closure does not need to be applied for to use these areas but there is a specific layout that needs to be used in this space to provide for resident parking.
As a general guide Nelson City Council recommends that when numbers attending events at Trafalgar Park reach the thresholds stated below the associated mitigations are put in place, but every event is different, so it is important to discuss all options with your Traffic Management Planner to achieve the safest outcome:
- 4000+ Attendees
- A traffic management plan is advised outlining the risks and their mitigations
- 6000+ Attendees
- Road closures of Hathaway Terrace, sections of Trafalgar Street and Halifax Streets be considered
- A traffic management plan as a minimum will need to be submitted
- 7000+ Attendees
- If the majority of patrons will be exiting at the same time a road closure should be applied for and installed during exit. As a minimum closure on Hathaway Terrace and Trafalgar Street from Wainui Street/Grove Street (depending on the gates being used) to Halifax street.
- Road closures should be considered for entry depending on methodology of entry (e.g. queuing for bag checks, covid checking etc.)
- Management of Halifax/Trafalgar street intersection likely
- 1000+ Attendees
- Road closures for duration of event advised
- Liaison with Police required
Locally Approved Temporary Signs
“EVENT” Supplementary Plate
This supplementary plate is to be erected on a stand, to warn road users of an event.
It must be used in conjunction with a T2A/B (hazard warning) advance warning sign.
Size: 900mm x 300mm
Colour: reflectorised fluorescent orange with black border
“FOOTPATH CLOSED PLEASE WAIT TO BE ESCORTED”
This sign can be used where a formal footpath cannot be maintained because of a temporary activity and the pedestrians can be safely escorted around the hazard.

State Highways.
The New Zealand Transport Agency manages the State Highways. Traffic management applications for State Highways in the Nelson region should be made through their agents.
